The Savannah-Chatham County Public Schools board voted on Sept. 2 to hire Hoar Program Management to run its ESPLOST V capital program, choosing the firm from seven proposals. The five-year contract is worth up to $18.95 million. ESPLOST V, the education sales tax voters approved in a March 2025 referendum, is projected to raise roughly $705 million over five years, and the district has adopted a multi-year program budget of about $822 million.
Hoar will coordinate design, permitting, procurement and construction and track budgets and schedules across new and rebuilt schools, renovations, athletic facilities, land purchases and technology and safety upgrades. The program sets aside about $235 million for new schools and expansion in West Chatham, including a roughly 3,000-student campus in Pooler that pairs a K-8 school and a high school.
Why it matters
One firm will now steer how hundreds of millions in local sales-tax dollars get spent building and rebuilding Chatham County schools over the next five years.
