Sen. Raphael Warnock visited the proposed 1,400-acre Project Camellia site on Aug. 28, met with residents, and said Georgia should pause all new data center construction. He set out four conditions under which the pause could be lifted for an individual project: it would not raise residents' water or power bills, would not rely on nondisclosure agreements or tax giveaways, and would not add air, water, noise or light pollution.
It is a policy call, not a law. Warnock is a U.S. senator, and any actual moratorium would have to come from the General Assembly or from local governments like Savannah and Effingham. Gov. Brian Kemp's office said he opposes a blanket statewide ban and would rather let each community decide.
