Residents of Hudson Hill, in West Savannah's First District, say an overgrown lot has gone unmanaged for more than a year, drawing possums, raccoons, foxes and skunks into their yards, and has also become a dumping site while neighborhood drains go neglected.
First District Alderwoman Bernetta Lanier traces the problem back more than five years, to when 401 Carolan LLC, under Cardinal Capital Management, demolished income-based apartments there with plans to replace them with market-rate units. That replacement never happened, and the lot has sat vacant since.
Lanier has been asking city leaders for help without result: "Expect some type of action to remedy these problems and we just haven't seen it." Resident Diane Washington-Bryant put it more directly: "We as taxpaying citizens, we deserve transparency, accountability, and some kind of positive permanent resolution."
No timeline or plan for the site has been made public. The City has run neighborhood zoning presentations for Hudson Hill-Bayview as recently as April 2026, but none of them address the stalled Carolan Street site directly.
Why it matters
This is the housing-stock story with no forward motion: a company demolished working affordable units, never built the market-rate replacement it promised, and five years later neither the developer nor the city has told the neighborhood what comes next.
