A vacant Stone Mountain shopping center could become 250 homes as 'Elevate Memorial'

Insignia LLC has applied to DeKalb County to rezone the nearly 13-acre Village Square shopping center at 5561-5567 Memorial Drive in Stone Mountain, proposing to demolish the aging, mostly vacant center and replace it with 210 apartments and 40 townhomes under the name Elevate Memorial.

The application, filed in June, also asks the county to redesignate the land from commercial redevelopment corridor to town center. It goes to community councils in August, then to the planning commission and county commissioners in September.

Today's new pointer (Hoodline, 2026-08-27, headline 'Brookhaven Approves 320 Apartments at Ashford Green Office Park Near I-285') traces to the same underlying event Urban OS already verified earlier today from the city's Aug. 25 council wrap-up and the case's Letter of Intent: the Brookhaven City Council voted 3-0 (Diaz, Funny, Sen; Simmons absent) on August 25, 2026 to approve ORDRZ 2026-08-01 -- rezoning case LUP26-00001 and companion special land use permit LUP26-00002 -- for the 14.24-acre Ashford Green office site at 4170 Ashford Dunwoody Road, clearing the way for up to 320 apartments and a small restaurant village alongside the site's existing office building, just south of I-285.
