Sandy Springs finalizes incentives for North River's $200M remake

The city and development authority completed a roughly $4.3 million incentive package for 421 homes, shops and a public park on Roswell Road.

Sandy Springs has finalized the public incentive package for Woodfield Development's redevelopment of North River Shopping Center at 8830 Roswell Road. City Council voted on Aug. 18 to waive about $1.775 million in recreation-impact and permit fees and to recommend a 10-year property-tax abatement.

On Aug. 26, the Sandy Springs Development Authority adopted the bond resolution authorizing up to $110 million in taxable revenue bonds and an abatement valued at about $2.54 million. Together, the incentives are worth roughly $4.3 million. The approximately $200 million redevelopment would replace the aging shopping center with 336 apartments, 85 for-sale townhomes, at least 10,000 square feet of retail and restaurant space, and a 0.71-acre public park.

Acquisition and construction were expected to move forward in fall 2026, subject to the developer completing the required agreements and work.

Why it matters

This is one of the largest redevelopment bets in Sandy Springs' North End in decades, replacing an aging strip center with housing and public space while committing the city to a decade of tax relief.
